The 26th plenary meeting of the Consultative Council of European Judges (CCJE) was held from 12–14 November 2025 in Strasbourg, where the Council adopted Opinion No. 28 (2025) on the importance of judicial well-being for the delivery of justice. This forward-looking document considers judicial well-being through the prism of relevant instruments of the Council of Europe, CCJE observer bodies, UNODC, and other international actors.
The Opinion underscores that the well-being of judges is essential not only for the health of individual judicial officers, but for the independence, impartiality, quality, and efficiency of the judicial system as a whole. It establishes a conceptual framework for judicial well-being, identifies the principal stressors inherent in judicial work, outlines institutional and cultural initiatives to protect and enhance judges’ resilience, and concludes with wide-ranging recommendations for necessary measures and actions.
This session features Dr. Joseph Sadek, a distinguished psychiatrist and global leader in judicial mental health education, who examines the importance of resilience and well-being in courts. Judges and judicial officers face unique stressors, and strengthening mental health support is vital to maintaining independence, integrity, and effective justice.
